Optimizing Local Revenue to Build a Better City of Medan

 

MEDAN—In March 2018, the Postgraduate School (SPs) of the Master's Program in Valuation and Property Management at Universitas Sumatera Utara (MMPP-USU), through the Community Service Institute (LPPM-USU), established a partnership with the Medan City Tax and Retribution Management Agency (BPPRD). This activity is one of the obligations in implementing the Tri Dharma of Higher Education, in addition to teaching and research activities. The partnership program aims to optimize regional income by updating Land and Building Tax (PBB) objects more accurately.

The head of the community service team, Dr. Elisabet Siahaan, S.E., M.Ec., revealed that the PBB object updating activities will be more accurate and effective by improving the capabilities and work methods of PBB validation officers, and also encouraging community participation in the success of these activities. The optimization of regional income can later be used to fund Medan City's development, especially infrastructure development. By paying taxes, the community has actively participated in developing a better Medan City. "The realization of Medan City's development will not run smoothly without the support of all of us, the people of Medan City," said Dr. Elisabet Siahaan, M.Ec., who was accompanied by community service members, Dr. Khaira Amalia Fachrudin, S.E., Ak., M.B.A., and Hilma Tamiami Fachrudin M.Sc., Ph.D., alumni and students of the USU Master's Program in Valuation and Property Management.

This partnership is a multi-year program carried out by the research team and BPPRD Medan City. "This year, the assistance will be focused on two sub-districts, Medan Marelan, and Medan Kota. Next year, it will be expanded to three other sub-districts. In the third year, it will be developed to three other sub-districts and focus on assessing land zone values," said Mrs. Elisabet Siahaan, explaining her community service program. This community service activity is carried out by a team with experts in their respective fields; Dr Elisabet Siahaan, M.Ec, has expertise in the field of human resource management; Dr. Khaira Amalia Fachridin, M.B.A, MAPPI (Cert) has expertise in the field of valuation; and Hilma Tamiami Fachrudin, Ph.D has expertise in the field of environmental and urban planning. In addition, this community service activity also involves students from the MMPP USU study program to mentor and a field learning process to provide opportunities for applying scientific studies in the world of work.

Community service activities began with counseling conducted by the community service team located at the Medan City Tax and Retribution Management Agency (BPPRD), Jl. Jenderal Besar A.H. Nasution No.32 on July 2, 2018. This activity is a basic scientific provision needed in the process of implementing PBB object updates in the future. Dr Elisabet Siahaan, S.E., M.Ec enthusiastically provided material on work ethic and effective communication to motivate field data updating officers. Effective communication is also needed to approach and invite active participation from residents. This activity was also filled by the Chairperson of the Indonesian Society of Appraisers (MAPPI) DPD Medan City and also an alumni of the Master's Program in Valuation and Property Management at Universitas Sumatera Utara (MMPP-USU), Ir. Taslim, MMPP, MAPPI (Cert) who brought up the topic of measurement and assessment of PBB objects.

The Head of BPPRD Medan City, Drs. Zulkarnain, M.Si., and the Head of the BHP and PBB Division, Zakaria Skom MM, and the Head of the Sub-Section greatly appreciated and thanked the partnership activities carried out between USU and BPPRD Medan City. "We will provide full support in implementing this partnership," said the Head of BPPRD Medan City enthusiastically. It is hoped that implementing this activity will further optimize regional income for the development of Medan City and make it better in the future.

"This community service activity is not limited to counseling. We have also been and continue to assist partners, the Medan Kota and Medan Marelan BPPRD Units, in carrying out data updating activities," said Dr. Elisabet Siahaan, M.Ec. During the data updating activity, the partner, the implementing unit, and the neighborhood head visited residents' homes. Good communication makes residents actively participate in the program being carried out. The presence of the head of the neighborhood increases the element of trust of the residents toward the officers.

"Usually, there are misunderstandings between officers and residents regarding this data collection," said Mr. Fahri, Medan Kota Secretary. This mentoring program is very helpful for officers, especially when communicating with residents and calculating the correct area of the PBB object being assessed. Optimization of value measurement also becomes more effective when learning about area calculation and better measurement and assessment. "With this community service activity, I am increasingly aware of how to measure tax objects more accurately," said Mr. Heri Sektim Medan Marelan.

Mr. Drs. Zulkarnain, M.Si., representing the partner, BPPRD Medan City, expressed his gratitude and greatly appreciated the program. This gratitude is especially addressed to the Community Service Institute (LPPM-USU) and the community service team for their concern in increasing government programs' effectiveness and Medan City's development. Hopefully, this activity will run smoothly in the future.
